Nairobi, 3 December 2025 – The 39th meeting of the Technical Support Committee (TSC) for the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region convened in Nairobi on 2–3 December 2025.
The meeting opened with remarks from the African Union (AU), the Southern African Development Community (SADC), the International Conference on the Great Lakes Region (ICGLR), and the Office of the UN Special Envoy for the Great Lakes region.
Participants assessed recent developments in the region, including efforts to address persistent security challenges, advance political dialogue, and promote regional cooperation. The meeting also focused on strengthening coordination among stakeholders and accelerating the implementation of commitments under the Framework, particularly in support of stabilization initiatives and confidence-building measures.
The second day featured a presentation of the UN Regional Strategy for peace consolidation, conflict prevention, and conflict resolution, along with its Action Plan.
Participants reviewed and adopted recommendations to advance the revitalization of the PSC Framework. Preparations for the 13th High-Level meeting of the Regional Oversight Mechanism (ROM) for the Peace, Security and Cooperation Framework for the DRC and the region were also discussed, including an update on consultations by Uganda, the current Chair, and expressions of interest for the next ROM.
The PSC Framework, signed in 2013, remains a cornerstone for peace and stability in the Great Lakes region, providing a platform for collective action to address the root causes of conflict and promote development.
